They can put money into it at any time.
When the penny bank becomes full, the devotee can go and donate the money to the Gaushala and obtain a receipt for it. He can also call the Gaushala which then sends a worker who comes to the place of the devotee and opening the bank accepts the donation and provides a receipt. This method of donating for the welfare of Gau mata helps considerably.
